British Prime Minister Keir Starmer announced his departure on Monday following a sharp decline in public approval ratings. While his resignation marks the end of a challenging tenure at home, leaders across Europe paid tribute to his leadership and diplomatic efforts.
Starmer, who became the first non-Conservative British prime minister since the United Kingdom voted to leave the European Union, consistently ruled out rejoining the 27-member bloc. However, he worked to repair ties between Britain and Europe after years of Brexit-related tensions.
Throughout his time in office, Starmer also maintained Britain’s strong support for Ukraine. Alongside French President Emmanuel Macron and German Chancellor Friedrich Merz, he played a central role in coordinating European backing for Kyiv during the ongoing conflict with Russia.
European Commission President Ursula von der Leyen praised Starmer’s leadership, saying that he had developed into a statesman in just two years and that both European and Ukrainian security had become stronger because of his contributions.
Starmer entered office in 2024 after defeating a deeply unpopular government that had overseen economic difficulties and a country still divided by the Brexit referendum. Despite his early momentum, he struggled to maintain public support as many voters across Europe increasingly turned toward anti-establishment political movements promising dramatic change.
While his reserved personality and measured leadership style often drew criticism in Britain, international leaders generally viewed him as a reliable and constructive partner.
Irish Prime Minister Micheál Martin acknowledged Starmer’s significant role in improving relations between Ireland and Britain, as well as helping rebuild ties between the United Kingdom and the European Union.
Ukrainian President Volodymyr Zelenskiy also expressed gratitude for Starmer’s unwavering support. He described their conversations as meaningful and substantive, thanking the British leader for always remaining engaged and committed to helping Ukraine during difficult times.
Germany’s government similarly described Starmer as a dependable and close partner, although Chancellor Friedrich Merz did not immediately issue a personal statement as he faces political challenges of his own.
However, reactions from outside Europe were far less sympathetic.
US President Donald Trump criticized Starmer’s record, saying he had failed on major issues such as immigration and energy policy. Trump had indicated a day before the resignation that Starmer’s departure was imminent.
In Russia, President Vladimir Putin’s special envoy, Kirill Dmitriev, went even further, suggesting that critics of Starmer’s policies had contributed to his resignation. Dmitriev later clarified that his comments were made in a personal capacity and referred to social media users who had opposed the former prime minister’s positions on immigration, crime, energy and the economy.
As Keir Starmer steps away from office, his legacy presents a striking contrast. Domestically, he struggled to convince an increasingly frustrated electorate. Internationally, however, he earned respect for rebuilding diplomatic relationships and maintaining Britain’s commitment to European security and support for Ukraine. His departure highlights the growing challenge facing mainstream leaders around the world, where international recognition does not always translate into lasting support at home.
